The phased reopenings rely on the current status of the Risk Level Indicator.

Phase 3 Reopenings

These are Phase 3 Changes to currently available essential and already open services.

NOTE: All facilities have social distancing measures implemented such as:

  • Mask Icon requirement of face coverings
  • Thermometer Icon temperature checks upon entry
  • Social Distancing Icon Signage and spacing to maintain six feet of distancing between people whenever possible

Animal Care Services (ACS)

Open

  • The main shelter at 4710 State Highway 151 is open by appointment only. (View hours of operation.)
  • Appointments are available for all services including:
    • adoptions
    • owner reclaim
    • searching for a lost pet
    • community cat program
    • permits
    • quarantine
    • drop off of injured strays
  • Residents can also sign up to become ACS fosters or take a shelter dog on a day trip through our Shelter Paws program.

City Clerk

Convention & Sports Facilities (CSEF)

  • Convention Center (Open at 50% occupancy with social distancing measures. Depending on the meeting configuration, this equates to an average capacity of 25%.)

  • Jo Long Theatre at the Carver (reduced occupancy of approximately 15%)

  • Open for in-person college advising services at limited capacity for walk-in and appointment-based services.
  • Hours of operation:
    • Tuesday through Thursday, 10 a.m. to 7 p.m.
    • Friday and Saturday, 8 a.m. to 5 p.m.

Child Care Services administrative offices: 

  • Open for walk-in appointments at 50% capacity
  • From 8 a.m. to 5 p.m.
Senior Centers

6 of the 10 Comprehensive Senior Centers operated by DHS are open.

  • Open for limited indoor and outdoor activities at 25% capacity:
  • Transportation will not be provided.
  • Online programming continues.
  • Morning (7 to 11 a.m.) and afternoon (1 to 3:45 p.m.) recreation time is available via a reservation process.
  • Meals and food commodities continue to be provided via curbside pickup and home delivery for participants with transportation and mobility challenges.

Service & Assistance Centers
  • Claude Black Multi Service Center, 2805 E. Commerce
    • Open for appointment-based services at 50% capacity (50 individuals), from 8 a.m. to 5 p.m.
    • Senior Transportation Office
    • Training for Job Success program
      • Open for in-person consultations by appointment
      • Weekdays from 9 a.m. to 4 p.m.
    • The Volunteer Income Tax Assistance (VITA) program continues curbside services through June 15
      • Monday through Thursday, 10 a.m. to 6 p.m.

  • The Financial and Housing Recovery Center at the Central Library
  • Frank Garrett Multi Service Center, 1226 NW 18th St.
    • Open at 50% capacity (100 individuals).
    • Entrance at the site is limited to appointment and registered participants for associated onsite programs. The center hosts programs by

    • Emergency Utility Assistance program
      • Open for limited walk-in availability weekdays from 9 a.m. to 4:30 p.m.
      • Clients may schedule an in-person appointment in advance by calling 210.207.7830.
      • Phone and virtual consultation services remain available and preferred.

Library

Open

As of April 13, 2021, San Antonio Public Library locations have reopened for Brisk Browsing at all locations except Central Library, Forest Hills, McCreless, Memorial, and San Pedro Branch Libraries as they are undergoing renovation.

SAPL locations have been closed for browsing since March 2020 at the onset of the COVID-19 pandemic. SAPL’s new Brisk Browsing service, which provides one-way traffic browsing of SAPL’s collection, allows visitors inside SAPL locations for the first time in over one year! Contact-Free Pickup, computer access by appointment, and outdoor Wi-Fi continue, with the addition of Brisk Browsing.

The following protocols are in place:

  • Number of people in the building is limited
  • One-way directional signage and social distancing

Municipal Court

  • Limited in-person appearances between 8am and 4pm, M-F at the courthouse using contact-free virtual hearings with judges and staff (capacity of no more than 15 court users at a time).
  • Magistration and Detention Center open 24 hours per day.
  • Virtual contested non-jury trials and hearings as scheduled by the court.

Opening Soon

 Beginning 06/01/21
  • Limited in-person appearances with judges and court staff between 8am and 4pm, M-F at the courthouse (capacity of no more than 15 court users at a time).
  • Limited in-person scheduled specialty court dockets, M-F at the courthouse (reduced docket size by 50%).

Contested in-person jury and nonjury trials and hearings will begin in phase 4.

Neighborhood & Housing Services (NHSD)

  • The NHSD Main Lobby is open to provide assistance and answer general neighborhood and housing related questions on from 7:45 a.m. – 4:30 p.m.
  • On-site Eviction Court Team support continues to be provided at the Bexar County Justice of the Peace Courthouses 1-4.
  • Open by appointment only for the following programs serviced at the Financial and Housing Recovery Center:
    • Emergency Housing and Assistance
    • Green and Healthy Homes
    • Minor Home Repair and Owner Occupied Rehab Programs

Parks & Recreation

  • Adult & Senior Centers:

    • Pre-registration is required and both virtual and in-person programming are provided.

  • Outdoor Swimming Pools: Six swimming pools are open on weekends with some locations offering limited weekday hours.

World Heritage Office (WHO)

Spanish Governor's Palace

  • Spanish Governor's Palace reopened to the public on Tuesday, November 10, 2020
  • To ensure compliance with CDC guidance, the City of San Antonio and the World Heritage Office, which oversees the Spanish Governor's Palace, are taking extra precautions for the care of every visitor.
  • Guests must wear face coverings while touring the facility.
  • Handwashing stations and hand sanitizer are available to visitors.
  • Museum staff is monitoring and cleaning high-touched surfaces.
  • Museum staff must wear PPE at all times during operating hours.
  • Visits to the Spanish Governor's Palace are timed, and guests must purchase tickets for a reserved date and time online prior to coming to the facility.
  • Only a maximum of 20 visitors are allowed inside per hour.
  • For those who still want to experience the Spanish Governor’s Palace, but prefer not to visit in person, the facility has virtual tours (narrated and 360-degree) available on the website.

Mission Marquee Plaza

Mission Marquee Plaza reopened to the public on Saturday, April 17, 2021.

To ensure compliance with CDC guidance, the City of San Antonio and the World Heritage Office, which oversees Mission Marquee Plaza, are requiring visitors, vendors and staff to adhere to health safety protocols.

  • Face coverings are required when on the grounds of Mission Marquee Plaza, except when seated or eating.
  • Hand sanitizing stations are available.
  • Social distancing will be enforced.
  • No cash transactions allowed at this time.
  • Only a maximum of 250 will be allowed per event with social distancing.
