The phased reopenings rely on the current status of the Risk Level Indicator.

Phase 3 Reopenings

These are Phase 3 Changes to currently available essential and already open services.

NOTE: All facilities have social distancing measures implemented such as:

  • Mask Icon requirement of face coverings
  • Thermometer Icon temperature checks upon entry
  • Social Distancing Icon Signage and spacing to maintain six feet of distancing between people whenever possible

City Clerk

Opening Soon

  • 10/1/2020 Vital Records Office (partially open with increased capacity of 25% in the lobby)
  • 10/1/2020 Passport Services (partially open with increased capacity of 25% in the lobby)

Convention & Sports Facilities (CSEF)

  • Alamodome (reduced occupancy of 17%)
  • Convention Center (Open at 50% occupancy with social distancing measures. Depending on the meeting configuration, this equates to an average capacity of 25%.)
  • The Lila Cockrell Theatre at the Convention Center (reduced occupancy of approximately 15%)
  • Jo Long Theatre at the Carver (reduced occupancy of approximately 15%)

Development Services (DSD)

Historic Preservation (OHP)

Human Services (DHS)

  • Virtual programming will continue and meals will continue to be distributed curbside

  • 01/19/2021 Senior Centers
    • Will re-open to public at reduced capacity
    • A and B schedule for registered participants based on Center capacity
    • Participation will begin at 25% and increase to 50% as Risk Level indicator remains at "Safe"

  • Contact-Free Pickup for holds at Central Library and branch locations
    • Tuesday, 12 p.m. – 7 p.m.
    • Wednesday – Saturday, 10 a.m. – 5 p.m.
  • Computer Access by Appointment Hours
    • Tuesday, 3 p.m. – 7 p.m.
    • Wednesday - Saturday, 1 p.m. – 5 p.m.
  • Wi-Fi service outside of 29 locations, 7:30 a.m. -10:30 p.m. daily

Municipal Court

  • Court users will still have contact free services available
  • Attorneys will have access to all public services, as well as Attorney Connect online service.

Opening Soon

  • 10/19/2020 Partial reopen with modified in-person services for limited number of appearances and hearings (Efforts will be made to settle uncontested cases remotely, uncontested proceedings which cannot successfully be conducted remotely, will be done in-person)


  • Non-jury contested cases will be heard in phase 4
  • Jury contested cases will be set in phase 4

Neighborhood & Housing Services (NHSD)

  • On-site Eviction Court Team support continues to be provided at the Bexar County Justice of the Peace Courthouses 1-4.

Parks & Recreation

  • Instructional staff returned Sep 8 (implementing phased approach to bring back students who have elected In-Person Learning)
  • Classroom sizes fixed at 10 or fewer students per classroom (COVID protocols remain in place)

World Heritage Office (WHO)

Spanish Governor's Palace

  • Spanish Governor's Palace reopens to the public on Tuesday, November 10, 2020
  • To ensure compliance with CDC guidance, the City of San Antonio and the World Heritage Office, which oversees the Spanish Governor's Palace, are taking extra precautions for the care of every visitor.
  • Guests must wear face coverings while touring the facility.
  • Handwashing stations and hand sanitizer are available to visitors.
  • Museum staff is monitoring and cleaning high-touched surfaces.
  • Museum staff must wear PPE at all times during operating hours.
  • Visits to the Spanish Governor's Palace are timed, and guests must purchase tickets for a reserved date and time online prior to coming to the facility.
  • Only a maximum of 10 visitors are allowed inside per hour.
  • For those who still want to experience the Spanish Governor’s Palace, but prefer not to visit in person, the facility has virtual tours (narrated and 360-degree) available on the website.
