The phased reopenings rely on the current status of the Risk Level Indicator.

Phase 3 Reopenings

These are Phase 3 Changes to currently available essential and already open services.

NOTE: All facilities have social distancing measures implemented such as:

  • Mask Icon requirement of face coverings
  • Thermometer Icon temperature checks upon entry
  • Social Distancing Icon Signage and spacing to maintain six feet of distancing between people whenever possible

City Clerk

Opening Soon

  • 10/1/2020 Vital Records Office (partially open with increased capacity of 25% in the lobby)
  • 10/1/2020 Passport Services (partially open with increased capacity of 25% in the lobby)

Convention & Sports Facilities (CSEF)

Open

  • Alamodome (reduced occupancy of 17%)
  • Convention Center (Open at 50% occupancy with social distancing measures. Depending on the meeting configuration, this equates to an average capacity of 25%.)
  • The Lila Cockrell Theatre at the Convention Center (reduced occupancy of approximately 15%)
  • Jo Long Theatre at the Carver (reduced occupancy of approximately 15%)

Development Services (DSD)

Historic Preservation (OHP)

Human Services (DHS)

    • Will re-open to public at reduced capacity
    • A, B, & potentially C schedule for registered participants based Center capacity
    • Participation will begin at 25% and increase to 50% as Risk Level indicator remains at "Safe"

Library

Open

  • Contact-Free Pickup for holds (Managed access and limited hours (40 hours/week) at all 30 locations)
  • Computer Access (Managed access and limited hours (40 hours/week) at 9 locations)

Municipal Court

Open

  • Court users will still have contact free services available
  • Attorneys will have access to all public services, as well as Attorney Connect online service.

Opening Soon

  • 10/19/2020 Partial reopen with modified in-person services for limited number of appearances and hearings (Efforts will be made to settle uncontested cases remotely, uncontested proceedings which cannot successfully be conducted remotely, will be done in-person)

Closed

  • Non-jury contested cases will be heard in phase 4
  • Jury contested cases will be set in phase 4

Neighborhood & Housing Services (NHSD)

  • On-site Eviction Court Team support continues to be provided at the Bexar County Justice of the Peace Courthouses 1-4.

Parks & Recreation

  • Reservations for outdoor park spaces amenities began 9/21/2020
  • Daytime Virtual Learning Hubs (8 locations, anticipated capacity is 50 participants)
  • Special Events in the Parks (maximum attendance of 250 through December 2020)

  • 11/16/2020 Urban Ecology Center (maximum 50 individuals)

Closed

  • Splashpads (will remain closed until March 2021)
  • Outdoor pools resume seasonal operations (May – August)

Pre-K 4 SA

Open

  • Instructional staff returned Sep 8 (implementing phased approach to bring back students who have elected In-Person Learning)
  • Classroom sizes fixed at 6 or fewer students per classroom (COVID protocols remain in place)
